On October 24th the BBC News website published a report by Hugo Bachega and Raffi Berg headlined “Rubio says lots of countries willing to join Gaza security force”.
Apparently based on remarks made by the US Secretary of State at a press conference held at the US-Israel Civil-Military Coordination Center (CMCC) in Kiryat Gat, that report does not mention Rubio’s reference to Gazans “brutalised” by Hamas since the ceasefire came into effect, his statements concerning Hamas’ failure to return the bodies of all the hostages within the 72 hours stipulated in the agreement, his remarks concerning the need for Palestinian Authority reform or his comments concerning UNRWA.
Besides the BBC’s standard promotion of Hamas supplied casualty figures which intentionally do not differentiate between combatants and civilians as being “seen by the United Nations as reliable”, that report includes notable framing of Hamas’ October 19th violations of the ceasefire:
“In recent days, multiple reports have suggested the White House’s frustration with the Israeli government, fuelled by the military’s deadly response to an attack it blamed on Hamas in Gaza last weekend…” [emphasis added]
BBC audiences could be forgiven for understanding that only the Israeli response was “deadly” given that Berg and Bachega fail to note that two soldiers were killed and three wounded in attacks behind the ‘yellow line’.
The headline and parts of the text of that report focus readers’ attentions on the topic of the International Stabilization Force (ISF).
“US Secretary of State Marco Rubio has said “a lot of countries” have offered to be part of an international security force for Gaza – a key part of President Donald Trump’s peace plan – but added Israel would have to be comfortable with participants.
Speaking on a visit to Israel, Rubio said talks on forming the International Stabilization Force (ISF) were continuing and that it would come into effect “as soon as it possibly can”. […]
Rubio said there were “a lot of countries” that offered to take part in the ISF. “Obviously, as you put together this force, it’ll have to be people that Israel’s comfortable, or countries that Israel’s comfortable with as well,” he added, without elaborating.
This appeared to be a reference to Turkey, which has become a major player in the negotiations, amid reports Israel has vetoed the country’s involvement.”
Rather than ‘appearing’ to refer to Turkey, those remarks from Rubio (which also appeared in a later BBC report) actually came in response to a question asked by a journalist (from 10:23 here) about “open-source reporting that the US accepted Israel’s veto of Turkish forces in the ISF”.
Interestingly, Bachega and Berg had nothing at all to tell BBC audiences about why Israel (and others) might object to the inclusion of Turkish troops in the ISF. Readers therefore find no mention of Turkey’s support for the Muslim Brotherhood and Hamas or of its ties with and hosting of the latter. No explanation of Turkey’s regional ambitions is given and no mention is made of the fact that the Hamas-linked Turkish organisation behind the Mavi Marmara flotilla is already active on the ground in the Gaza Strip.
In other words, despite the obligations laid out in the BBC’s public purposes, readers of this report were not given the opportunity to become “informed citizens” on the issue of why the inclusion of Turkey in the ISF would be unlikely to contribute to meeting the declared aims of the US president’s 20-point plan.
